If this isn't so and you notice rust on top then something has been spilled into an oily liquid meaning head gasket failure could occur.
Antifreeze is a chemical that lowers the freezing point of water and makes it boil at higher temperatures. When combined with other chemicals, they can make the ice melt before reaching its normal state (known as supercooling). An example would be when you're in cold weather but need to cool your car quickly because there's not enough time for crystals to form on their own!
A solution containing ethylene glycol will have more anti-freezing properties than just pure methanol or ethanol alone - this means less risk from shrinking pipes during frozen winters months since they'll thaw faster due to how much better our "anti freeze".
